State Administrative Tribunal rejects appeal against Fresh Start

Victoria RificiWestern Suburbs Weekly

THE State Administrative Tribunal (SAT) has dismissed an appeal from Planning Minister Rita Saffioti to review City of Subiaco’s 2017 decision to extend a non-conforming use at 16-20 York Street, which is owned by Fresh Start.

Ms Saffioti asked the SAT, on behalf of Subiaco residents, to provide a report and review the May 2017 decision made by councillors that allowed the site to continue to be used as a lodging house after the departure of Ronald McDonald House.

The site is currently home to drug rehabilitation facility Fresh Start.

Subiaco residents have voiced their concerns regarding Fresh Start’s location on their street and say the centre has led to anti-social behaviour in the area.

However, the SAT decided on January 11 that the City’s 2017 resolution was valid.
