Who will protect pedestrians?

What, I wonder, is being considered to protect pedestrians from cyclists riding on footpaths?

I was told that only those under 12 are legally allowed to ride on a footpath. Those over 12 should ride on the road and obey traffic rules.

I notice many cyclists make their own rules and ride as they like. With no identification of cyclists or need for insurance, pedestrians also need protection from their ever-swelling numbers and increasing take over of our footpaths as if by right.
